Sixteen-year-old nobles aren't completely considered children by law -- for instance, a noble can legally get married at the age of sixteen, just like a commoner.   (That's why Albert was able to marry Jenny when he was eighteen years old.)   And if a noble gets married before they turn twenty, they are automatically considered adults by law from that point on.   But a sixteen-year-old noble cannot own land, hold a job, or be appointed to government positions, and they're legally required to obey their parents.
