I don't believe Felincia and Alassa have met before -- at least, not formally -- and that's definitely a good thing.  Still, even with no history of knowing Alassa, Felincia would have heard a lot about her, and it wouldn't take her long to form an instant, personal dislike.  And, since Alassa realize she's an actual sentient being, what better way to have fun with her than to play a horrible, badly-behaved, havoc-wreaking dog?  Especially since these are all the kinds of things her siblings do regularly.
