Kuralla can't do magic because she's an Oracle; neither Oracles nor Sages are capable of casting spells.  But anyone can use a magical item like a transportation pendant, which is why Kuralla could transport into our world using one -- just like Stefanee, back in Strip #737, who couldn't cast magic because she was in a form other than her true shape (or at least wanted people to believe that was the case ^_-).
