Dragons live a lot longer than humans -- about ten times longer, in fact, depending on the person.  So Cecelia's deciding to become a dragon permanently will have changed a lot more than just her shape -- it will change her life expectancy too.  Which is why permanent transformations are almost impossible to do for any species, but especially those with different life expectancies.  It's a big deal that Cecelia's been able to become a dragon permanently.
