When a person shapeshifts -- or is transformed -- between species, they still keep all the key characteristics of their own original body.  (This is why Stefanee always looks like, well, Stefanee, whether she appears as human, Gorgon, mermaid, or fairy.)  They also keep scars, wounds, and -- as we see, in Reg's case -- tattoos.  Shapeshifting and transformation magic cannot be used to disguise who you are: they simply turn your body into "what it would have been," had you been born that other species.
