Jenny's mom was not a bad person or even a bad baby-sitter, per se.  She was simply strict and found the flighty little Lettie quite annoying.  The thing that made Lettie hate her so much was that she would tell Lettie's parents every detail of when she misbehaved, and then they would discipline her harshly.  And Edwardine wouldn't have done that if she'd known how Lettie's parents treated her when no one else was around, so she resents being resented for doing what she thought was the right thing.
