Sissy's father recognizes that she's a serious brat, and he doesn't like it, but unfortunately, he isn't willing to put in the time and effort to try to rectify her behavior.  He wants someone to fix her behavior, but he doesn't want to do it himself, so he's trying to get rid of her brattiness by making other people (namely, her roommates) do the work for him.  He'd be a decent enough father if he were willing to put in the time . . . but he's not.  So he's not a very good dad at all.
