It's a good thing Daria's machine only seems programmed to be able to do one thing at once!  That's why activating the "button-growing" function would negate the still-running "flood" function.  Or something along those lines.  Daria starts sinking into the water in the second panel because she's worried, and so forgets to keep flapping her wings to keep herself aloft.  A few seconds later it occurs to her that she should start again, so she's above the water again in the last panel.
