There are a number of reasons I can think of that Aylia's kingdom might have that law: inheritance issues, nobles having longer life expectancies, a desire to keep nobles from marrying too young, etc. But when you get down to it, it is a stupid law, and one that never should have been passed. However, it's now traditional and part of the Umbrian culture, so it would be hard to try and root it out. Nobles are allowed to marry after sixteen, but not inherit titles or own
property without a regent.
