Part of my original idea of Counselor Tranin was that she would claim to be the mouthpiece of the Oracle -- and hence ignore everything the Oracle actually said.  This is something no experienced oracle would put up with, but Kuralla's so new at it that she doesn' t know any better . . . and she's so obliging and good-natured that she has a hard time realizing if someone's taking advantage of her -- which is what Counselor Tranin, quite obviously, is trying to do.
