Counselor Tranin would know who Aylia is, of course -- she's a duke's daughter, and a regular visitor at court.  Before, I imagine she's been rather simpering towards Aylia.  But now, being in charge of the new Oracle, she has an exaggerated idea of her own importance, and she's showing off her self-importance by attempting to control the Oracle's words.  However, Kuralla's anything but cagey, so those plans aren't working as well for Counselor Tranin as she would like.
